Cagayan de Oro City

The City Government of Cagayan de Oro has recently created a Task Force to implement City Ordinance No. 12130-2011, entitled “An Ordinance Regulating the Installation and Construction of Poles and Attachments on Overhead Lines which includes Power, Telecommunications, and Cables along Major Thoroughfares and Suburbs within the Territorial Jurisdiction of Cagayan de Oro”. Under Executive Order No. 172-2017 issued by Mayor Oscar S. Moreno on November 29, 2017, the multi-facetted body is now known as the “CDO ICT Task Force on Cables and Wires”.

With the Task Force, it is expected that there will be a significant change on the present disorganized state of the poles, wires and cables along the streets in the City which becomes not only an eyesore but poise grave danger to the general public.

The Task Force is chaired by City Mayor Oscar S. Moreno, co-chaired by Honorable Teodulfo “Bong” Lao who is also the Chairman of the Committee on Energy & Public Utilities of the City Council and the Regional Director of the National Telecommunications Commission – Region 10. Members are coming from the following offices or agencies such as: Office of the City Building Official; City Public Services Office; Office of the City Engineer; Road and Traffic Administration; City Planning and Development Office; Engineer Elpidio Paras; Attorney Armi Jane Roa-Borje; Cagayan Electric Power & Light Company (CEPALCO); Institute of Electronics Engineers of the Philippines, Inc. (IECEP-NM); Philippine Association of Government Electronics Engineers (PAGE); Kapisanan Ng Mga Brodkasters Sa Pilipinas (KBP); Misamis Oriental Electric Service Cooperative (MORESCO);  BAYANTEL; Philippine Long Distance Telephone Company (PLDT-PHILCOM); Misamis Oriental Telephone Company (MISORTEL); SMART Broadband, Inc.; Globe Telecom; Smart Communications; and All other Offices/Agencies concerned as determined by NTC.

On January 30, 2017, the Task Force had decided to convene to conduct planning activity after completing its organizational meeting last year. The planning session is a necessary step in order to craft a suitable implementation plan in addressing the issue on “spaghetti wires”. And during the planning, among the tasks of the various working committees were to come-out with the best possible strategies in dealing with their respective issues and concerns.

And it is worth to know that under the said Executive Order, the Institute of Electronics Engineers of the Philippines (IECEP) Northern Mindanao Chapter has an important role to play. The Institute is tasked to chair the Committee on Review. IECEP-NM is in-charge on the assessment of procedures and standards and other support systems in order to sustain the agenda of the City Ordinance. IECEP is also tasked to assist in the drafting of an Ordinance or Executive Order, if the need arises.
